It relies on the silicon selection. On average, a person can reach 4.5Ghz at 6600K around 1.35v. Just proceed gently and perform stress tests between jumps to confirm stability.
I’m not sure about the margin for the 390X, but begin with the core clock and aim for a solid stable clock before adjusting the memory clock.
