It seems like you likely received a board with a defective RAM port. This can happen. Replace it and install a fresh one, which should work properly.

The voltage is designed for a range that accommodates adjustments, typically around 1.35 with a recommended increase of about 5% for optimal performance. If the rating is 1.35, consider raising it to 1.4 for better reliability.

You've already set up your second board.

You're only using one stick, but it's not functioning as expected. Could you clarify what you're trying to achieve with it?

I'm reaching out to MSI now because this situation seems unusual. Four DIMM setups using DDR5 are problematic and shouldn't be attempted, yet they still manage to boot. I’d suggest placing the DIMM in slot A2 simultaneously, as some boards might fail if only the inner slot is active. I’m guessing your approach of testing all four DIMMs individually in each slot indicates you think slot A2 is faulty.

I think I'll reach out to MSI, though the slots aren't booting at all while both B slots work. I'm hoping to swap in some RAM, but I don't have any on hand and it would be too costly to purchase extra for testing.

Neither the A slot is functioning properly? It could be a faulty CPU, possibly a dead one. You might want to reach out to MSI, though it seems like you may need a new 13900K or re-seat the CPU in the socket.
