3600 cl16 requires about 1.35 so for 3800 cl16 you’d essentially need only: 8.88/8.42 multiplied by 1.35 volts, which works out to roughly 1.42 volts per drive. You’d likely need around 1.15 to 1.2 volts per cell/sa voltage. Your main challenge might be the board—it has limited RAM OC options. So a 3800MT/s speed could be the upper limit, though some systems handle up to 4000MT/s. EDIT: I just noticed you have 4x8GB, which should let you push beyond 4000MT/s thanks to its T-Topology.

I get it... But I often leave my devices running since I need to work for a while, which means they use more power even when not in use.

I think I'll attempt the 4000cl 17-17-17-37 1.4v dram 1.2-1.25 VCOC and SA to check for a boot.
