At first, I cranked all graphics settings to the highest and everything worked smoothly at around 70-90 fps. After playing for about an hour, the game would crash. I went to sleep because it was late. The next day I tried again and got 23 fps in the menu. When I saved, it also ran at 23 fps. No matter how I adjusted the settings, it still stayed between 20-23 fps. I tried exiting and starting the game multiple times, but it kept crashing due to a graphics driver issue. What’s happening?

Occasionally, crashes cause the GPU to slow down significantly—sometimes to 323 MHz or even 525 MHz. A fresh driver installation might fix the issue.

I believe there might be a mix-up. The point I made was to highlight that these are separate issues. I've already done a fresh installation, but the performance problems persist. I'll just reinstall the game and see what happens.
