I recently cleaned the windows of my Windows 11, but the issue remains—I notice my GPU and CPU spinning up to 3k RPM even when idle. This was a problem before I installed Windows, but after using throttle stop, it seems resolved. Now that I've wiped the system, the loud noise has returned. I understand normal idle speeds are between 600 to 1200 RPM, yet mine is double that. My CPU hits 75 when idle isn't expected. My laptop specs: RTX2060, 6GB VRAM, i7-9570H, 64GB RAM, Acer Helio Predator 300 (2019). If you can assist, please help me fix this.

Hello! Have you explored the custom settings in fan control for tweaking the speeds?
