I realized this after struggling with it for a month. AMD's engineers apparently messed up by placing two separate down turn-off switches in different locations. If you disable one, the other automatically turns back on. You need to adjust gear down in advanced memory settings and then again in AMD CBS settings—though the exact name changes based on your board vendor. AMD CBS won't be labeled "gear down" but will have a different name with "down" included. Once I figured it out, I could finally control timings and frequencies. This isn’t just a Gigabyte issue.
