The problem has two parts. First, the site doesn’t offer OneNote-specific templates. Second, when you open a template, it only works in Office Online and not for download. How can I get templates directly from the Office website? Are there other places where I can find them?

No standard template exists for OneNote beyond the built-in options. Outside of that, you can find a downloadable .one file from other sources. Opening it will apply the corresponding template.
