Even with minimal resource consumption, Windows Explorer and the Task Bar may become unresponsive. This issue occasionally arises when accessing the Taskbar overflow menu. Restarting Windows Explorer, closing applications, and then resuming usually resolves it. However, during these moments, I often have Outlook running, several Google Chrome tabs open, and possibly Word active. Despite this, only 8-15% of CPU and 3-8% of RAM are being used. My system has a large hard drive, is just a year old, and shows no hardware problems. It seems highly unlikely that such low resource usage would cause freezing. I’m using an Intel Core i9, 128 GB RAM, and have terabytes of storage. I’m running Windows 11 23H2.
Safe Mode removed my internet access, prevented Outlook from launching, and didn’t show a Taskbar overflow menu for testing. All icons were too tiny to overflow. I’m now back in normal mode trying to restore Outlook to its previous state, but it doesn’t appear the same.
