It shows up in that test you're currently limiting—your temperature is at 100c and clocks are slowing to 3.7ghz. That’s near the base clock speed. I don’t think your CPU timer is that bad it wouldn’t run at all under normal stock temps with a good cooler, like the one you have. I’d guess it’s more about your mounting issue rather than the CPU itself.
Remove the cooler, capture an image of the thermal paste spread, then clean the area and inspect for uneven heat pipes, particularly in the middle. Check if you have additional thermal paste available. Remember, benchmarking will require your CPU to work harder than usual, so you won’t be experiencing those high temperatures during regular use.
