Yes, disabling hibernation in the control panel and then running powercfg /hibernation off should prevent it from starting up in hibernation mode.

Disabling hibernation also halts fast startup. This results in a slower initial boot compared to before. To disable hibernation, execute the command you referenced via the Command Prompt with administrative privileges, then restart your computer.
