I use games in Borderless with a 144 Hz monitor. On Borderless, the refresh rate is limited to 60 if it's enabled. The game being CSGO is involved.

Vertical sync is applied to maintain correct frame timing. It relies on your monitor's refresh speed and may exceed 60 FPS, or reach up to 144 FPS, which differs from forcing V-Sync in the game.

Windowed mode doesn't influence refresh rate or cap FPS. I've only observed it changing a few brightness adjustments.

Maybe FPS could improve. You don't need to explain, some games are oddly well-optimized.
