Resolved the issue. It seems the TDP was capped at 21W (compared to the usual 3550H TDP of 35W). I adjusted it to 30W and no longer experiences stuttering. At 21W under load, temperatures hovered around 70°C, but rose to 80-82°C at 30W. I set the maximum temperature limit at 92°C and max TDP at 30W to help manage the heat.
