I observed my computer using a lot of its bandwidth, so I checked Task Manager and found delivery optimization was consuming all my network. I attempted to disable "allow downloads from other pcs" and restarted, but the usage remained high. Then I looked at applying Windows updates, but they were moving very slowly—around 3% per hour. If anyone has advice, please share. Thanks.

Do you provide complete system details? What internet connection options are available—wireless or hardwired?
