You have a powerful setup but are experiencing smoothness issues with Chrome. The goal isn’t to reduce resources, but to boost performance. Here are some suggestions:

- Optimize background processes and disable unnecessary startup apps.
- Update Chrome and its extensions regularly.
- Close unused tabs and applications to free up memory.
- Consider using a lighter browser or switching to Firefox if needed.
- Ensure your RAM and storage are fully utilized without fragmentation.
- Run a system optimization tool to clean up files and settings.

Chrome flags settings related to rendering performance. Adjusting these can improve smooth scrolling on devices with multiple cores, especially when web pages are being composed. More details available at the provided link.

Task manager select all Chrome processes, set their priority to high. However, it's better to move Windows Explorer to the extreme if you're not using the Windows mouse, as it may cause some lag.

Referenced this "guide" with some uncertainty about its effectiveness, but it does appear to enhance performance. While I expect images to load quicker, I noticed that having multiple services open—like FB, Twitter, forum, and Netflix—alongside numerous Tumbler tabs with images and gifs actually improved loading speed.

As long as you're satisfied with the experience, it doesn't matter whether it's a real improvement or not. It's similar to lowering a car while maintaining the same speed—it still feels quicker.
