Upgrading your setup involves a few considerations. The new CPU and motherboard may need a BIOS update for compatibility. If the update is applied, the system should boot normally with the new CPU. If not, you might need to visit a tech support person to resolve the issue.
It won't work that way. Opt for the 3100 and B450 Pro 4 instead, they offer much better performance. The H310 board is a subpart and the 9100F isn't great.

They’re essentially the same setup—just two quad cores without a high-speed slot. For a real upgrade, opt for the R3 3300X and a B450 motherboard.
my cpu is almost damaged, I can't even run league without hitting 100% usage. i have an i5 4590 at 3.2gHz, a gtx 1060 with 3gb/16gb DDR3 ram, and i'm switching to 16dd4 at 2400mhz with an i3-9100f turbo boosted to 4.2ghz.
