It's playable and you can achieve around 60fps at 720p. A recent update (1.05) released yesterday improved performance for AMD, possibly letting you run at 1080p low with over 40fps. Still not ideal.

The game runs well during the 30s and 40s. My son has completed the game, and that’s the only frame rate he achieved at 4K with ray tracing on a 2080 Ti processor. I wasn’t convinced, so I observed him playing and it stayed smooth even with the city’s fastest car.

He runs a powerful i7 8086k processor with all cores at 5.1ghz and an EVGA 2080 Ti XC graphics card. He's streaming in 4K with ray tracing enabled.
