Here is an example of this. The stuttering occurs without depending on whether I'm using an app or just on the home screen. It lasts about 10 to 12 minutes before everything returns to normal. My GPU is a gigabyte GTX 1080 and the CPU is a Ryzen 5 2600, the PSU is a Cylon 600W. I tried undervolting the card but it didn’t help much. I think the issue might be related to CPU/GPU throttling, though I’m not sure. Also, when I open Task Manager, it instantly shows my CPU usage at around 90%. Thanks in advance for any advice.
I haven't mentioned anything about your BIOS for the motherboard... I checked that earlier with the OS version. Have you attempted to reinstall your operating system after creating a bootable USB using Windows Media Creation Tools? Also, since you're using a Ryzen processor, it would have been better to use a dual channel DDR4-3200MHz RAM setup.
Welcome to the forums, newcomer! Could you share how old your PSU is? It would also help to know which version of Windows 10 you're using—preferably 20H2. Are you checking the specifications of your motherboard and the BIOS version at this moment? What are the details of your RAM? Have you used DDU and installed the most recent GPU drivers from Nvidia's support site? Would you also like a backup PSU with 650W capacity for the entire build, just in case your current one fails?
Sure, I've updated the drivers, but it didn't resolve the issue. I suspect the PSU might be failing, possibly due to its low-quality Chinese Aerocool design. The RAM appears to be unaffected, and my 2x8 DDR4 2667 GoodRAM setup is functioning properly.

My current setup includes: - Ryzen 5 2600 processor - GTX 1080 graphics card - Two 8GB DDR4 2666MHz RAM sticks - Gigabyte B450 motherboard - PCCooler Gi-X3B processor cooler - Bequiet System Power 9 700W PSU All my drivers are up to date, and Windows is fine. Still unsure what to do next. P.S. After changing the PSU, the situation has improved slightly.

Thank you for the response. I haven't attempted reinstalling Windows yet—if the stuttering persists, I'll definitely try that. My BIOS version is F3 from January 25, 2019.
P.S. Regarding the RAM, I wasn't aware I needed 3200 MHz sticks when I built my PC two years ago. I would have purchased them then, but a 2x8 set now costs over $100, which is a bit too expensive for me.
