I've evaluated three options for a gaming setup and am uncertain about their overall value. I’m considering cost-effectiveness and which model offers the best balance. I might be able to cut expenses by building it myself, but it’s unclear how much savings would be possible.

I’m leaning toward the third option for its graphics card, though I’m unsure if superior graphics outweigh other factors like RAM and processor. Also, both computers lack liquid cooling—do you think that’s essential in one of them? I don’t plan to overclock, so I’ll run it as-is. This is a rough list of what I'm going for. Happy to take suggestions of different motherboards or power supplies though. Both of those will require about a 2 week shipping that I'm more than happy to avoid if I can.
This setup seems well-rounded. The 7600x adds just a bit more for a few dollars, it launches quicker and performs better than the 7600, even with PBO and all features turned on—it's worth the slight price increase.
Regarding the GPU, do you prefer ray tracing (which reduces performance)? If not, consider the new AMD RX 7800 XT; it's more affordable, generally runs faster than the 4070 in most titles, and the 16GB RAM is better for future games. Plus, having both an AMD CPU and GPU gives you "Smart Access Memory" for extra speed. The RTX 4070 is still a solid choice.
