It might not work well with Windows 8 or 8.1, but Windows 10 could be a better option.

you might plan a bad OS because they often make significant changes to aspects that people dislike. once those changes are made, they gather feedback and then improve the positive features.

It functioned more like a service update for Windows 8. It wasn't a completely different operating system. The developers didn't intend it that way; it just occurred naturally.
