The bad version of Windows is surprisingly costly, almost identical in language. It seems likely it would function across languages or fail completely—probably won’t have a Norwegian Vista download available.

There are versions in multiple languages. The most effective ones are recommended. You can't always predict what works. I've located Finnish WinXP and Swedish Win7 images.
