This would represent a major improvement in CPU-based gaming performance.

It seems promising overall, but I’d like to confirm its suitability for my situation.

It's an mATX setup (identified by its limited expansion slots), meaning the suggested board won't fit. https://pcpartpicker.com/list/FKwt9r A bit unrelated, but if you rotate the two bottom fans, they should direct air toward the GPU instead of drawing it away.

It's completely unclear what you're trying to do. You seem overly sure about it, but I'm here to help if you need guidance.

Remove all four screws from each fan, flip it over, and reinsert them. This should be straightforward and can slightly improve GPU temperatures.

Intel i5-9400f processor paired with a motherboard (ASRock B365m DDR4) and 16 GB RAM. HyperX offer a combo including an ASUS Prime B450M-A Micro Board plus AMD Ryzen 7 2700X and 16GB DDR4. AMD GIGABYTE B450M DS3H V2 AM4 board is available with RYZEN 5 1600X 3.6-4.0 GHz. You can add RAM to the latter for a more affordable option. Likely better deals exist, but used parts are available around $200.

It should be straightforward, and you're welcome to return anytime for help. Following a build tutorial isn't a bad approach either.
