Jesus Christ do NOT rely on bottleneck calculators; they’re completely unreliable. From that point, no CPU on Earth can handle a 4070 Super in MW3. Are you noticing issues, or are you searching for fake numbers with these tools?
I've noticed consistent FPS drops when trying to run 240 stable on Fortnite and occasional dips to 180-200. I'm aiming for as close to 240 as possible and want to identify any bottlenecks.
IMO, Intel PresentMon overlay and watching the frametime and GPU Busy time graphs. In very simple terms, these two graphs are usually linked but when the frametime goes up and GPU busy goes down, that's a clear indication of the GPU waiting for the CPU. IMO the simplest tool available for showing this in realtime.

Adjusting settings from ultra to high or even medium can resolve the problem. Are you sure XMP is enabled? It can make a noticeable difference for those small ranges.
You're running into performance limits because the 4070 Super isn't powerful enough for 1080p at high frame rates. You need a faster GPU to achieve smooth 400+ FPS.
