I've encountered similar issues with Norton on fresh installs in rebooted systems. It often happens that the software hangs unexpectedly after startup, and even after uninstalling it, problems remain. Switching power supplies can help temporarily. Reinstalling Windows is usually the most effective solution. If you need more guidance, a video walkthrough might be useful.

Uninstalling it seems impossible? Wasn't Norton the antivirus that handled a crypto transaction? Also, what were the system specifications?

Avoid setting it up. It doesn’t work well. Windows Defender performs better, is more efficient, and (surprisingly) is more reliable than Norton.

Norton is recognized for being a significant consumer of resources and lacking strong performance. Even with a free year included in new computers, users often remove it. Avast offers a free and solid alternative. Windows Defender has seen substantial improvements in recent years and is more reliable than Norton. For paid options, BitDefender and Webroot stand out. I personally prefer Webroot and have not encountered any viruses in eight years.
