It shouldn't exceed around 30 degrees Celsius on Windows Overhat within 30 seconds, indicating very little cooling.

You haven’t reached Windows yet. If you’re not experiencing heat issues, it’s possible the CPU could be the problem.

It's true that without cooling a CPU can quickly overheat, though I haven't encountered any documentation about a self-destructing CPU.

All indications suggest weak mounting force occurred prior to others confirming it; consider using a contact frame for LGA1700. Built-in CPU retention can influence the IHS, leading to poor surface contact. You can find this setup for around $15 online.

It's best to verify compatibility before proceeding. Check the official documentation or manufacturer guidelines to ensure the existing backplate or mount works with the latest LGA 1700 revision. If unsure, consult a professional or support team.

Seek the kit and check the cooler maker’s site. Some offered free trials. Look on eBay for options. Avoid using a cooler that isn’t properly installed—past BIOS updates can cause issues.

I chose to have the PC serviced at the store where I purchased all the components, just in case things get mixed up. Appreciate your assistance!
