Hi.
I just installed a new PC with these specifications:
MBD: Asus X870E-E
CPU: Ryzen 9800X3D
GPU: RTX 4070 Ti
RAM: 64GB GSkill
SSD: Samsung 990 Pro

I’ve noticed some issues in a game I play. Sometimes the camera or object movements stutter. It’s hard to describe—it feels like the mouse is snapping onto places while skipping frames. But on my old system (7700K and GTX 1060), this doesn’t occur, so it’s likely not the game itself. When I used the 4070 Ti in the older setup, the same problem didn’t appear. The drivers are up to date, and the main difference between our systems is that the new one runs on Windows 11.

It seems to happen only in certain situations—like aiming through crosshairs, moving objects, or scrolling through specific menus. Outside those moments, the game runs smoothly. I tried adjusting the settings and found that disabling V-sync resolved the issue, though it caused severe tearing. I also had V-sync enabled on my old machine.

I’m unsure how to fix this or diagnose the problem further. Any advice would be greatly appreciated.

PSU: model, make, wattage, age, condition (original to build, new, refurbished, used)?
Check for heavy gaming, video editing, or bit-mining activity.
Observe Task Manager and Resource Monitor.
Use both simultaneously but only one at a time.
Keep the tool window open while playing.
Monitor changes during stutters.
As you know, your request should allow you to play games without stuttering and then with them.
Examine system resources and see what consumes them.
It may require some testing and attention.
But something will become clear quickly—focus on the graphs.
