For accurate color reproduction, adjust the settings in photo scanning mode to better capture the blue elements without washing them out.

reset to default configuration
enable document mode
increase resolution to 300–600 dpi
if this doesn’t work
turn off all optimization features
remove them gradually one by one

If the Epson scan isn't working, you might want to try the Windows Scan app. It's free and available in the Microsoft Store.
