I have internet access, which is acceptable. Windows should update after installation, and I might also update my BIOS during this process since I haven’t done that since building the PC in 2018!
To be certain, I should shut down my PC, disconnect all other drives before wiping or reinstalling Windows, and only reconnect them afterward, renaming them if needed. Only after the installation is fully complete and Windows is running normally should I check for any issues.

Keep all other drives disconnected while you test. This helps ensure your base hardware works properly without interference from the other drives or any potential viruses. You can still verify performance by using a game from Steam, running benchmark tools, or booting from a Linux live USB with updated antivirus software and only your affected drives attached for scanning.
So, my other 2 drives are practically empty. One of them is empty as I only just installed 2 days ago! Just a couple games on the other one. I would say if there is a virus it's definitely on my main C: drive - which I will be wiping. I will follow your advice though, just to be sure.
I meant it's hard to test as I'm not sure how to replicate the issues I listed above. They happen completely at random! Some days my PC will run fine, without issues. Other days it's awful and all the problems above occur.
I'm not completely certain if it's a virus, but it's a simple method to eliminate the possibility. In my opinion, most users tend to go overboard with a Windows update anyway. To speed up wipes, I maintain a flash drive (hosted on my file server) containing all the essential install files for every software I use, plus a backup of my start menu folder and icon arrangement (I rely on Stardock's Start 11 on most systems). This helps restore everything smoothly.
It was finally restarted after a year since this post. The issue still happened right after and during the Windows welcome screen... I updated the BIOS with the newest version and haven't experienced any problems yet... I'm hoping this fixed it!
