My computer configuration is:
CPU: Intel Core i7-4790
Motherboard: ASRock B85M
RAM: 8GB DDR3
Graphics Card: MSI GTX1070Ti Gaming 8G
Power Supply: Antec High Current Gamer HCG-520M
Operating System: Windows 10 Pro 64bit
When I play Battlefield 1 on Ultra settings, my frame rate typically averages between 100 and 120 frames per second. However, the FPS fluctuates dramatically every few seconds, significantly detracting from my gaming enjoyment. I’ve attempted to limit the frame rate, but this hasn't resolved the issue. Notably, my graphics card utilization consistently remains around 70%, never reaching its maximum capacity – a phenomenon that seems exclusive to Battlefield 1. I’m genuinely puzzled by this behavior and would appreciate assistance.

Even with a clock speed of 4.7 GHz, my 3770k was limiting the performance of my 1080ti in this game.
