I'm searching for places to spend about 400-500 CAD, not sure where to go. A lot of the GPUs in CAD are around 200-300 CAD, which is almost half the build. I'd be spending time gaming, mainly at 1080p or 144hz, and I'm aiming for FPS games.

Canada isn't ideal for setting up a budget PC. Use a refurbished Optiplex and install an RX550 or GTX750.

Unless you can find some crazy special at a store near to you, buying new isn't going to happen with that budget. You would need 650 - 750 for something somewhat decent. Are you opposed to buying used?
