If you increase the CPU's base clock, what other components might be affected?

Why are you increasing the base clock when the multiplier is already enabled? I saw a discussion about it, but I doubt the improvements are worth the effort:

Mason Marnell asked about why the base clock is being overclocked when the multiplier is unlocked. He found a discussion online but is unsure if the improvements are worth it. He wants to know where in the BIOS to adjust the multipliers for the NB and SB, and how to check their frequencies. The motherboard model is Gigabyte Ga-970a-ds3p Rev 2.0.
