If I had any hair remaining, I’d have already pulled it out... the GPU only accepts X4.

I'm dealing with an unusual setup that hasn't happened before. My Asus Rog Strix 3090 only supports x4 Gen 4, not x16 Gen 4. I've used 12900K and 12900KS, Asus ROG Z690 Hero, Asrock Z790 Nova Wifi, and different M.2 slots. I also tested the 3070TI GPU, but it always runs x4. I manually set the BIOS to Gen4 and tried auto, Gen5, fast boot, and even a fresh Windows install. The PSU and RAM sticks changed didn't help. Since it's a dual-bios card, I switched VBIOS but got no changes. I'm unsure what to do next and feel stuck. Any suggestions?
Are you placing your GPUs in the top PCIe port nearest to the CPU socket? That usually offers the best speed. (On the ASUS board, Gen5 x16 will be installed there, or it might split into two x8 links if both top slots are filled. On the ASRock, the lowest slot can only support PCIe Gen4 x4.) Have you confirmed the 3070 was recognized as an x16 card? Do you have another motherboard that works with this GPU?
Have you attempted to increase the workload? Graphics cards will lower the number of active lanes during inactivity to conserve energy.
It's identical with "Superposition" performing, earning around 11,800 at 1080 Extreme.
I was just reviewing temperatures and other details and saw the x4 in GPU-Z. After testing benchmarks, it’s performing worse than expected, though not dramatically.
