You might be reading incorrectly, focusing on the wrong part, or the system wasn’t truly idle. How am I around 1v during idle time? (And the other four Ryzens you had too.)

everything under 1.5v is safe btw, if you see above that, theres an issue, if not then not.

I was examining the CPU core voltage. At first, I had only begun using the computer and had opened hwinfo, but it's likely some applications were already running in the background. Now, when I launch Chrome and Steam, the reading fluctuates between 1.4 to 1.45 volts.

It makes sense now, but before this I could manually push it to a steady 4.4GHz across all cores using just 1.3V. I’m confused about how raising just one or two cores to the stock 4.2GHz needs 1.45V.

We're discussing idle performance, not high-load scenarios. Sub 1% usage indicates true idleness. Your other points are also inaccurate—HWInfo64 can't reliably detect Ryzen idle speeds. The system needs more details about its behavior. I'd suggest resetting the BIOS and Windows settings, as this likely points to a user error. Unlike other models, the 5800X3D maxes at 1.35V, but I rarely see that. The 3600 usually runs between 1.4–1.5V. It probably isn't an issue unless settings are misconfigured. Otherwise, it's likely just a minor interaction problem.
