I solved the issue, faulty drivers damaged Windows, but the bad drivers remained on the hardware, rendering it useless. I started in safe mode and used a USB with the correct drivers. It seems Bluetooth or Wi-Fi might have been involved. Also, RAM passed memtest even after overclocking.
