I recently switched from a GTX 1080 to an RTX 5060 Ti, and after doing so I've observed many blue and green pixels showing up in dark sections, especially in YouTube videos, thumbnails, and around website headers. These pixels aren't visible in screenshots, haven't appeared in any games, and disappear temporarily when I disconnect and reconnect the HDMI cable. I checked my HDMI cord and thought it might be the cause, but after replacing it today, the problem persists. I'm wondering if this is related to my GPU or another factor.

Motherboard: ASUSTeK COMPUTER INC. TUF X299 MARK 2
BIOS Version/Date: American Megatrends Inc. 0802, 9/6/2017 (from System Information)
CPU: Intel Core i9 7920X
GPU: MSI Shadow 2x RTX 5060 ti 16GB
RAM: 64GB DDR4
Storage: Samsung 970 EVO plus 1TB
Power Supply: be quiet! Straight Power 11 Platinum 850W (2021)
Monitor: Samsung UN50TU7000BXZA 50-Inch Class Tu7000B 4K Crystal UHD HDR Smart TV (2020)

Note: I just found out these pixels vanish in fullscreen YouTube videos.

Welcome to the forums, newcomer!
You forgot to include the make and model of your motherboard. On that note, please include the BIOS version for said motherboard.
I recently upgraded from a GTX 1080 to an RTX 5060 ti, and since I did, I've noticed a lot of blue and green pixels appearing in dark spaces, primarily in YouTube videos and thumbnails and around website headers.
Did you use DDU prior to swapping over GPU's? If not, ideally, run DDU in Safe Mode to remove all GPU drivers(intel, AMD and Nvidia) then reboot and manually install the latest GPU driver sourced from Nvidia's support site in an elevated command, i.e, Right click installer>Run as Administrator.

It's strange, I thought I had listed it, but I'm sorry. The edit was made recently. I didn't run DDU before changing the cards, but I have done so now.

According to the support site, there are several BIOS updates available. If I were you, I'd ensure you're using the newest chipset and MEI drivers, then update the BIOS to the latest release. Ideally, I'd progress from version 1004 to 4201 gradually, resetting the CMOS after each successful update. It may take time, but it reduces the risk of BIOS corruption during a major jump.
After that, try running DDU with the steps mentioned and check if the problem is fixed.

Using a more secure connection to the GTX 1650 in the PC resolved it. It might be that the HDMI port on the GPU is aging and connections are becoming unstable.

This appears to have resolved the issue.
It was never in mind to execute the driver install with administrative privileges. Appreciate it.
