So i'm having this problem for almost two years now, it's a stutter followed by a fps drop it's not a fps drop all the way to 30 or less, it's like from 60 to 50 never less than that, everytime that slight drop happens i get a stutter or hitch, i don't even know what to call that anymore, if it was just the fps drop believe me that would not bother me at all once i played BF3 at like 30-35 fps just fine i noticed that this happens the most when entering new areas in games like Dark Souls 3, Nioh, The Witcher 3( i did manage to play The Witcher 3 once i put a ssd and another 8gb ram but after a few months the problem returned but still way less noticeable than other games) but the problem varies from game, in GTA V online i noticed a some kind of ''slowdown'' when i get next to other cars at high speeds and fps seems to fluctuate a lot and after sometime with a lot of players on the server it always stays 55-50 at 1440p, i tested at 1080p too at the lowest settings possible and the same thing happens, i mean if it gets that much stress shouldn't the fps drop way more ?? WTF... in Cs go this seems too be totally random sometimes when entering new areas too or at random times the fps seems to fluctuate a lot too, i did not notice that at my old pc it was smooth as butter. Anyway my config is a Gtx 1070, 16gb ram 2400 mhz, ryzen 1600 overclocked to 3.7 ghz, SSD 250 gb, Psu Smart series Thermaltake 600w, the things i tried are di sabling xbox and gaming bar on windows 10, scaning my pc with malware bytes, i checked my temperatures and nothing seems abnormal, did a fresh install of drivers after removing the previous one with driver display unistaller, defragin my disk, installing older versions of Windows 10, putting more ram and SSD, checking my ram with mem test ,overclocking the CPU etc, anyway i did all the basic stuff, at this point i gave up on solving this already i just want some help on what could be the cause of this software or hardware so that i may try slowly changing the parts in the future, my next target is a new PSU and if that doesn't solves this i will get someone to check the eletricity here on my room (I'm that desperate ) i mean i know it's indeed bad here on my room but if that was the cause it would be way worse than that i believe, not just some stutters... i will post some videos so that you guys can get what i'm talking about, sorry for the grammar i'm brazilian =/ thx in advance

I've faced the same issue for nearly a year. I replaced every component of my PC, even the motherboard, but left my 16GB 3000MHz RAM untouched. It passed Memtest86, yet the problem continues. I've tested multiple monitors and adjusted countless settings, but results remain unchanged. This frustration is growing, and no one I know knows a solution.
