It didn't really make sense, which is why everyone was confused about why they said it. You don’t lower the load on a fully powered CPU by just trying to slow down other parts. Sure, CPU usage might drop, but it doesn’t actually speed things up.
the gpu isn't the main issue here, it's the cpu. Even when downscaling, there will still be a bottleneck. A bigger or smaller problem depends on the situation. The real limitation comes later, usually from system ram, especially with the lower bandwidth of DDR3.
It won't work by just boosting the GPU while ignoring the CPU. You need to reduce the CPU usage instead.

Unless you think your Cinebench results would improve, this isn't a meaningful conversation. It's slower than a Ryzen 3 3200GE, and no one is convincing me it has hidden power here.
