I've encountered similar problems with a recent PC setup. The motherboard BIOS seems to have some CPU configurations that prevent Windows from booting normally. Check your temperature, see if you attempted to reset the CMOS, note the PSU's condition, age, and efficiency, and confirm whether you have the most recent BIOS.

Nzxt reports CPU temperatures between 86-89°F. The core voltage reads 0.720v, likely because the BIOS was configured for maximum battery. The CMOS was cleared, so the BIOS version isn’t certain—it appears to be the newest one from the site. I’m not sure how long it’s been there since it was a gift from a friend and hasn’t been used. The display shows 400b, which doesn’t suggest any bronze stickers.

I'm quite doubtful about the PSU 400w being sufficient for the setup; it might be getting strained. I’m not claiming it draws more than 400 watts, but it seems to be pulling around that number constantly. Since it isn’t rated at 80 plus, it’s unlikely to maintain a steady 400W output.
