I’m aiming to purchase an i7 9700k and need advice on a cooler. I’m leaning toward a Noctua model. My motherboard is a Z390 Aorus Pro WiFi, and I’ll choose a cooler that fits. Currently, my Hyper-212 EVO works well in my setup.

Budget? If you're not overheating, I'd suggest sticking with the Hyper 212.

I’d really consider switching to a premium cooler instead of sticking with the 212. Your budget fits that range nicely.
