I imagine adjusting the icons by boosting their resolution—like moving from 50x50 to 100x100 or even 200x200. This could trick Windows into perceiving a larger image and reducing the amount it downsizes. Since .ico files are essentially compressed, they might appear in full size while .png versions are upscaled. There could be an additional option somewhere to specifically upscale .ico files as well.

I'm not sure about that picture. It looked like a standard 256x256 icon, yet it displayed oddly. I stopped trying the Gungeon version and moved on to the others, which worked fine. Most of those were 256.png with transparency, which is great. I like having custom icons, but it would be better if they didn't need to be set up manually.

Now icons without issues aren’t scaling properly anymore. Age of Wonders was the standard Steam icon that functioned and scaled well yesterday, but not today. Guacamelee is an image I discovered online—likely 256x512 pixels, which should support scaling in Windows 7. Using a photo viewer helped me inspect the icon and its resolution; the full size appears in the .ico file. Comparing other custom icons like Assetto Corsa, they all match Guacamelee exactly, so there’s no clear reason why one wouldn’t work.
