I also thought that way, though at least my VPN doesn't display that small lock. (Windows shows the VPN when you expand the network icon, but not the lock)

The OpenVPN indicator appears while connected but not active. The lock isn't fully secured.

OpenVPN functions as a client, not a service. PIA might provide its own configurations for it.
