It means the system allows any reason for the change. The settings show it’s okay to use whatever reason you give. Since you’re new, just follow what you’re told.

Intel design (probably). The image indicates you're reaching the maximum turbo boost frequency. This is normal.

Less workload means faster processing. This happens because the system has extra capacity for power and heat when not in use. My laptop runs at 4GHz when idle, but drops to 2.5GHz when it's running.

It seems like you're trying to figure out why certain settings keep repeating. It might be related to restrictions or limits being applied. You were hoping it would say something about limitations, but it's not coming up with the right message.
