I was running it with Intel Extreme Tuning Stress Test. When loading, it consistently stays at 4.7 GHz regardless of changes. My current stock settings haven’t been modified. The CPU-Z stress test still shows the same result—stuck at 4.7 GHz. I have a screenshot of the settings, but I’m puzzled why the turbo speeds differ across cores. They say it should reach 5 GHz, but it never does, and it’s never exceeded 4.7.

Checked the VRM cooling setup. Updated the BIOS; it appears the 9900KS is being recognized as 9900K.

It uses standard cooling. Water cooling is possible, but I can't afford to build a custom loop. The unit has the standard cooling system installed. The BIOS is current. It's performing well under stress tests and benchmarks now after my tweaks, though cpuserbenchmark still shows it at 4.75 GHz. Some other units report 5.1 GHz and 5.0 GHz. I'm getting a bit confused.

You're right about the setup—just using the waterblock without any water really limits cooling. Without a temperature display, it's hard to confirm overheating. Removing the heatsink and adding a fan should help. The formula claims its VRM stays cooler than others in its price range, especially with proper airflow. If that doesn't resolve the issue, turning on MCE might be the next step.

checking this HWinfo thread #6 might help, though the post doesn’t directly address VRM temperatures. If the case claims 94°C under load, that’s quite high—could indicate overheating issues.

I had no idea I was dealing with VRAM. Jesus. Removing it would be fine since the cooling system inside the case would handle it along with the fan on top of the cooling unit. It's a fairly expensive part, but I appreciate the features it provides despite the problems I'm facing. I checked the temperatures of the VRAM and they didn't spike under load. I ran another stress test and had to apply a profile so the CPU restarts with the correct settings. I set the maximum boost to 5.0 GHz in Asus AI Suite every time. The VRAM showed a maximum of 46 degrees during load (at least 5 minutes of stress test). Everything looks normal when I adjust the boost manually, but I'm confused about why I need to change it if it's supposed to be stock. Shouldn't it already unlock? I'm really grateful for all the advice. I'm new to building computers.

Checked the info—board did display VMR readings. Everything looks fine, no major issues. Temperatures stayed steady near mid-40s.
