It's not uncommon for the base clock to hover around 4.8-4.9GHz even when idle, depending on the system setup. Your setup with an ASUS Z370 motherboard and no overclocking should generally keep it stable in that range unless there are other factors at play.

At idle setting 39, with minimal load (CSGO), performance ranges between 40 to 45.

You're all right, the processor handles it and the temp remains around 38°C. That's typical, no need to be concerned.
