Is there anything off with my CPU cooler maybe?

Sorry, I've gone through everything I can think of—watching tutorials shows different results. My BIOS just lists tabs in a specific order: overclock, memory, advanced (CPU config with turbo mode, CPU C and all that), then save and boot.
With turbo mode on, I get 4.4Ghz at around 63°C, using just the stock settings except for an XMP profile.
This is with turbo mode off, using a multiplier of 44 and an XMP profile.

Good temperatures. If your VCore is low, you have room to go further.

I own a 7700k with an Evga Z170 classified K model. The BIOS is very confusing for me. My dad has a 6700k with an overclocked MSI board running at 4.8 GHz and solid 69c-71c on AIDA64. I checked my OC tab which includes adaptive and override settings. Adaptive adds another tab named "offset" that I haven’t heard of before. I set my VCore to 1.238 with an offset of +25 after reading Evga’s OC guide for a 6700k. This brings me up to around 4.6GHz since turbo mode is 4.5GHz. I’m using the Prime95 26.6 version and temperatures reached 75-81°C, which is definitely too high for just a single 0.1 GHz over turbo. My stock voltage is about 1.169 or similar. I think I might still have an issue... Anyone know anything about EVGA boards overclocking BIOS or the offset setting?
