To reach 4.5ghz I need 1.360v and can't achieve stable at 4.6 even at 1.45v, does this mean my CPU is faulty or was my assumption about Skylake's limits wrong? I own an H100i GTX liquid cooler with temperatures around 60°C. I also have the MSI Z170A gaming 5. People have used air cooling for 4.8, so it seems possible. Have I only had the CPU for a month?

Sounds like you're dealing with a lot of bad luck in the chip lottery. Not all CPUs can be overclocked equally, and you've hit your own limit.
