The starting voltage is the initial electrical level needed to begin operation.
Earlier image used C states with power usage doubled while performance stayed the same. CPU remained stable whether C states were on or off. Disabling C states forces a slower 800 MHz speed, keeping cores active and drawing power. Voltage remains the same as at 5000 MHz with C states enabled. A quick CPU is better, even idle. Turning off C states is similar to turning off the TV when away—cores stay idle in C7, reducing wear, power use, and heat.
