Back in the summer, the CPU overheated at 4.4 GHz with a faulty cooler, so I modified "something" to prevent it from overheating again. This year I installed a new CPU cooler and attempted to revert to the 4.4 GHz setting. It seemed straightforward. I adjusted various BIOS settings to see if it would work, but nothing worked—even resetting the BIOS to defaults or trying different configurations. The power usage is at 100% in the system settings. When I boot up, it reports a start time of 4.36 GHz, but during stress tests or gameplay it drops to 3.96 GHz.

I’m unsure exactly what changes I made, hence the vague note.

This is my first time reaching out for help; usually I manage these issues myself, but I’m stuck.

Specs:
I7 4790K
H115I CORSAIR water cooling
Asus Maximus vii (7)
750 power supply

Thank you for taking the time to read about my issue.
😛

Any advice would be greatly appreciated.

Verify the bios to see if it's current or not, update your bios and test it. Try clearing the CMOS (CLR_CMOS button). Unplug the PC and wait a few seconds after all the motherboard lights stop. If you have another motherboard from friends, try using it too. Anyway, you can clear the CMOS and see if it works?

My bios is up to date, but CMOS didn't help. I also tried letting the BIOS automatically speed up or overclock, but it didn't work, so reset it. Thanks for the reply!

My bios is up to date. I tried clearing CMOS but didn't succeed.
I also attempted to let the BIOS automatically speed up or overclock by itself, but that didn't work—reset it.

My BIOS is up to date. I cleared CMOS but had no success.

Note: Try OC through bclk at 100MHz, increasing to 103-105. Check if core voltage rises slightly (around 1.2V) only if you have a good cooler.
It looked okay when starting up,

When the computer fully boots, especially on desktops with all apps running and during gameplay, it seems to "underclock" itself.
