The accuracy of your results can change depending on the CPU, so it's possible you won't hit 4.5 on a 3770K but you should still come close.

It relies more on the chip than the cooler alone, for instance I own both the 3770k and the 3570k CPUs. With my 3570k I achieve 4.5ghz at 1.12v and reach 75°C after 8 hours of stress testing with Prime95, whereas my 3770k operates at 4.3ghz with 1.20v, reaching 80°C under the same conditions. I use the Cooler Master Hyper 212+, which is a strong air cooler that helps keep my 3570k cool, but for my 3770k I can only push it over 4.3ghz by using Delidding, and I won’t do that.

The Noctua NH-D14 is excellent, but if you're looking to save money, consider the Cryorig H7 or the classic 212 Evo, which typically cost no more than 30 euros.

I alter the noctua nh-12us since it's smaller, is it sufficient? I exchange the front fans, the rear fan, and the roof fan when using the i7 3770k with 4.5GHz.
