Based on my observations with that chip, 90C performs optimally under fully stock voltage and unlocked power limits during a single run with the stock ILM. Lowering the voltage further would likely decrease performance even more. I should note that since I'm using a different motherboard (Unify-X), the voltage regulation might differ, which could explain the variation. A 10C difference between boards isn't uncommon. In fact, when I tested it on a B660m-A Pro, it ran in the 90s instead of the low 80s for the same workload, while consuming more power.
