I wouldn't exceed 1.35 volts.
Some folks are using around 1.4 volts.

what is going on, sell it, you have a really, really bad silicon, some can reach up to 4ghz with stock voltage. I suggest you sell your CPU.

what kind of cpu cooler do you use? i have the same cpu with a dark rock tf and it's running at 4.3 @ 1.136v. what temperatures are you seeing? how is the overclocking progress? 3.6 @ 1.35 doesn't sound right, i'm not an expert in o/c but something feels off.
